Please help me understand confidence intervals (statistics)?

i use confidence intervals in my job all the time (special ed)..basically it means how confident are you that the data (test scores, lab results, anytthing really) truely represents how that person (or whatever you're measuring) really functions on a daily basis and to be sure the results are skewed for whatever reason like tester error
