Pokemon crystal question?

I'm trying to breed counter into my teddiursa. I am doing a male paras with counter to a female hoppip to get a male hoppip with counter to a female pikachu and so on. However, the paras and hoppip makes a baby with synthesis instead of counter. I don't even have that move on any of them. I just have counter on the male paras. Is that something they have to learn? Can anyone help me get counter on my teddiursa? I have been at it all day. I don't have chikorita or any of it's evolve form by the way. I started with the fire one and I can't trade for one.
