Since when has hitting a receiver in the chest with your shoulder a penalty in the NFL?

My guess is this is a new rule created yesterday during the Steelers-Jets game when Ryan Clark lit up Braylon Edwards. That TOO is now head to head contact. Just terrible!!!!
