Will getting a new dog help my jack russel get over the death of our other dog?

I had two jack russel's, one of them, Sammy, died of heart complications. We still have sammy's brother Rusty and for the past two days he refuses to eat, and all he does it lay on his bed and whimper and wine. I've tried to pet him, play with him, and take him for walks but he's not interested. I don't like to see him so sad, if this continues, will getting a new jack russel puppy help him, or would it make it worse? Any other idea's to cheer him up?
